KCCI News 8 reports that a mentally challenged woman who was convicted of murder may be one step closer to freedom.

Two elderly Des Moines women were kidnapped, moved to Missouri and murdered in 1994. Angel Stewart was convicted of the kidnapping in two states since one of her victims was moved across state lines and killed.

Stewart has an IQ of 65 according to WILLOW Project, which is an advocacy group in Missouri for women in need of legal help. They claim that Stewart is mentally ill and was abused by men who were actually responsible for the crime. It is their position that Stewart was not directly involved with the crime and only participated out of fear of the men.

Stewart was granted parole by Missouri, and a clemency request is being prepared for Iowa Governor Kim Reynolds to review.
